Patrick Vella was appointed Head of Joint Office in March 2023 with agreement between the Government of Malta and the Holy See. He studied at Communication Therapy at University of Malta from where in 1999 he graduated as a Speech & Language Pathologist. He furthered his studies in Geriatrics and Gerontology, and subsequently successfully followed a master's degree in Health Services Management.

Prior to his engagement at Joint Office, Patrick started his professional career as a Speech & Language Pathologist and served in different areas which include geriatric care and rehabilitation. In 2014 he was appointed Director for Active Ageing & Community Care where he assumed responsibility for implementing Government strategy for active ageing, and for the development and provision of community and residential care services for older persons. Career in the care of older persons continued in the private sector where he led LyonsCare as CEO between 2019 and 2020. In 2020 he Following the country’s requirement during the pandemic, he joined the COVID-19 team to render his services to the National Health Service by developing and running the transport hub. In 2021 he was appointed CEO of Social Projects Management Ltd, which undertook a one stop shop service for Government entities seeking assistance in infrastructural projects.

With the new appointment at Joint Office Patrick intends to put experience, commitment, and enthusiasm to work, and together with the dedication and skill of the Joint Office technical team strive towards the full implementation of the Ecclesiastical Entities (Properties) Act.
